The transition to commercial agriculture requires extensive training and empowerment of smallholder farmers. The NRSLLDP aimed to provide farmers with animals to be integrated into their semi-subsistence livelihoods. These additional animals were stores of wealth that were sold occasionally to smooth consumption (e.g., school fees) or support other investments (e.g., motorbikes). With a commercialized approach, the focus is on maximizing a stream of income over a sustained period. This will require substantial changes in the production, marketing, selling, and reinvesting cycle.

LPGs can be a conduit to share experiences, exchange knowledge, and gain access to inputs and improved market opportunities and prices. Unfortunately, the NRSLLDP was rather short-sighted and did not seek to develop groups to access or provide benefits to farmers throughout the production chain (from inputs, to husbandry, to selling). The project also dropped the access-to-market component.

Sustainable access to savings and credit is essential. In the future, savings and credit instruments should be designed around actual farmer needs in terms of timing, amount, duration and repayment and collateral requirements. A key decision for IFAD, ADB, and the government will be to agree on a partner—for example, the Bank of Laos—to implement the rural finance component of the NSLCP transparently and professionally.

The move of smallholder farmers toward commercialization requires tailored infrastructure. The NRSLLDP, through the VIF, supported CDD-related infrastructure (such as village meeting halls) at the provincial, district, and local levels. Livestock development and commercialization endeavors, on the other hand, will require new infrastructure to address impediments such as access to water, animal shelters, medicinal supplies, cold-chain, access roads, and market infrastructure.

Short-duration programs should consider time lags for policy actions. A program of short timeframe should adequately reflect the time lags that usually occur in implementing policy actions. It would be difficult for a short-duration program, even with up-front delivery of vital reforms, to achieve indicators involving external debt-togross domestic product, revenue mobilization, sustainable fiscal outturn, and improvements in Public Expenditure and Financial Accountability ratings due to time lags of these actions.

In small island economies, fiscal consolidation measures should take into account the size of the public sector. The role and magnitude of the public sector in a small, island economy and sporadic wage increases for civil servants put pressure on recurrent expenditure. These make it difficult to manage fiscal expenditure over time. A small economic base limits areas for alternative employment opportunities. This could imply that the share of the public sector in the economy would remain large in the longer term.

Reform prioritization and sequencing could lead to more durable results. A steady, step-by-step pace of reforms may be more suitable in the Tongan context, given prevailing capacity constraints. The process of implementing reforms takes time, especially for reforms that require specialized skills, such as those in PFM and those that are structural in nature; these types of reforms take time to implement and cannot be completed by a single quick-disbursing stand-alone program.

Limited capacity of government staff should be considered in designing reform programs. The 34 policy actions for a crisis response operation stretched out the government’s capacity in absorbing a substantial reform agenda. Constraints to capacity were reflected in the delays in complying with the policy actions, in particular with the policy action on financial ratios, which resulted in waiver of this action.

Ensure projects have a clear and achievable focus. Apart from its innovative nature, the DEMP was also very broad, with the project inputs spread very thinly. The project included the construction of a national broadband network; mobilization of non-traditional partners including private institutions; capacity building and institution strengthening within the OUSL; development of online courses, which is notoriously difficult and slow; and implementation of these courses with the expectation of rapid, high enrolments.

Allocate significant resources for preparation of innovative projects. For innovative projects, significant resources are needed up front. This can include resources for assessing the feasibility of, and demand for, the project objectives and approaches for achieving them, as well as to lay the groundwork for ensuring their acceptability among different interest groups. Resistance to the innovations proposed cannot be overcome at the same time as project implementation is proceeding. The same applies to demand for the project outputs and outcomes.

Require expanded risk matrixes for all innovative projects. Considerable time, effort, and emphasis must be placed on the development and monitoring of the risk matrix for innovative projects. This applies particularly to risk identification and potential risk mitigation strategies. A range of alternative strategies should be developed in detail for every identified risk. The risk matrix and mitigation strategies for innovative projects should be discussed extensively by ADB and the government to ensure a common understanding and commitment.

Ensure adequate ADB support for project implementation. By definition, the knowledge, skills, and experience needed to guide and embed innovative change are likely to be scarce in both the borrowing countries and in ADB. It is evident that additional time and resources are required to support implementation, which did not happen in the case of the DEMP.

Ensure that the investment will be sustained. Fundamental change to education systems is complex and does not happen quickly. When an entirely new system is being created, as it was under the DEMP, it is critical that a commitment for sustained investment is made. Neither the government nor ADB had any interest in a follow-on project. Even a 1-year extension to allow enrolments to continue their upward trend at the end of the project was viewed unfavorably. Innovation and reform require more long-term commitment to be successful.

A sound strategy for sustainability must be agreed. The experience of the DEMP provides a good lesson on the importance of developing and operationalizing sound sustainability strategies. The project paved the way for the establishment of an innovative national online learning system, but the lack of a clear long-term plan was one reason why the concept eventually failed.
