This lesson learned is too broad to be able to provide a lesson learned to other projects. A more specific lesson based on this TA’s implementing experience could be that ensuring a strong partnership and coordinating the implementation of activities with executing and implementing agencies, as well as donor partners, are critical for a successful TA, especially when there is a high staff turnover in the implementing agencies.
