At TA concept stage, it is critical to carefully evaluate the options for the implementation arrangements and assess any risks for a fully successful TA implementation. (In this TA case, a central ministry may have been a better implementing agency.) The TA was executed by ADB, with the Quang Tri Water Supply Company—fully owned by the Quang Tri provincial people’s committee—as the implementing agency. TA training and the related MFF program addressed water companies in 14 provinces.
