Engaging an international firm with extensive experience proved to be the best option for this TA which focused on a complex and highly specialized topic. Nevertheless,there will always be an indispensable need for national perspectives and experiences, best provided by national consultants, to inform and be considered in TA analyses and recommendations. Future TA could benefit from increased engagement with local experts, either as individual consultants or as subcontracted members of international consulting firms or TA implementation teams.

Regular meetings with ADB (management, project officers, staff, and consultants) are necessary and an effective way to ensure TA implementation remains on track and all activities are well managed. The engagement of experienced experts who are familiar with ADB protocols and procedures, as well as those of counterparts, is important to successful TA implementation. Getting on board a project coordinator strengthens TA coordination, communication, monitoring, and reporting.

Development partners should both support and take advantage of opportunities that arise when governments are committed to reform, which should also be recognized in their country programming. the government that came to office in 2018 was strongly reform-minded. Even though Armenia suffered two exogenous shocks in the form of the coronavirus disease (COVID-19) and conflict with a neighboring country, reform commitment did not waver. This contributed strongly to the ultimate outcome of this program.

NSOs should also be more generally supported in future TAs to train more enumerators and supervisors on how to use tablets on a quarterly basis so that they are familiar and comfortable with using technology. This is particularly true for older enumerators who may be less comfortable with navigating through technology but, given their experience, are excellent at their job of collecting data.

Training a reserve set of enumerators on the use of CAPI is vital in the successful implementation of the CAPI survey. If the core set of enumerators are unable to work due to illness, family emergency or other reasons, having reserve enumerators prevents the disruption of survey activities.

The selection process was therefore open to all DMCs, and the process was more demand driven.

Online training courses or MOOC that allow students free access and unrestricted participation are an efficient way to disseminate information on the platforms and methodologies used in the project. The TCR stated that, “ADB should consider a follow-on TA for further study of the low-income protection system. This TA should support additional study of the need to revise the beneficiary targeting strategy, an assessment of the impact of asset filters and living standards as indicators of poverty and of eligibility for a minimum living guarantee for households, and advisory assistance to help local governments develop clearer eligibility rules for more accurate targeting of beneficiary groups.”
