When functions and responsibilities are decentralized, policy dialogue with the concerned local authorities during project processing is just as important as dialogue at the central level.Although ULBs in Bangladesh depend on LGD, they enjoy some autonomy. The ULBs rapidly realized the benefit of better governance and financial management and these components were timely implemented. However, it took longer for the ULBs to appreciate the benefits of investments in sanitation and food safety funded by the project loan.

Adequate and thorough preparation at design enhances the project’s quality at entry which is critical in supporting the government’s and ADB’s priority to promote rural development and reduce poverty. Specifically, a greater consideration of the design and scope for improving disaster risk management and climate resilience could support the upgrading and rehabilitation of other infrastructures, such as roads, energy, and social services, resulting in higher development impacts.

These results, which were not evident in this project, reduce coordination failures and help in enhancing the delivery of regional public goods and services, including economic benefits.

The program design benefited from interaction with ADB staff preparing similar Comprehensive Response to the COVID-19 Pandemic (CPRO) programs in other Pacific countries. ADB’s CPRO policy and guidelines were still being refined while the program was under Preparation. Managing the changing internal guidelines and expectations while also coordinating virtually (due to COVID-19 restrictions) with Vanuatu, ADB’s Pacific Liaison and Coordination Office, and ADB headquarters added significant pressure.

A multisector approach, backed by an implementation arrangement that addresses the logistical challenge of working in remote areas, is suitable for improving livelihoods in the protected areas. The project location within a protected area required a design that considered the links between communities, tourism, ecological values, park management objectives, and compliance with national and ADB safeguard requirements for protected areas.

Climate change risks need to be carefully considered in the design of rural infrastructure. There was inadequate integration of disaster and climate change risks into the design of subprojects in the highly vulnerable project provinces. This was highlighted by the collapse of a 450-meter section of the Trieu Dai–Trieu Do commune road (Quang Tri) during severe storms and flooding in 2011.
