Timely orientation and training of relevant stakeholders on social safeguards will help avoid related difficulties and problems. All entitled households were compensated according to the updated resettlement plans. However, detailed measurement survey errors and mistakes in implementing the voluntary land donation resulted in some payments being made after the commencement of construction work. A corrective action plan approved by ADB was subsequently implemented and all payments were completed.

A thorough needs assessment is necessary to align the livelihood restoration training programs to the needs of severely affected households (SAHs) and so increase their uptake of the programs. Only a few SAHs attended the livelihood restoration programs designed to support them. The opportunity cost in terms of farmers’ time was high either because the SAHs were involved in more rewarding economic activities, or the trainings did not respond to their needs.

Executing agencies (EAs) should engage qualified safeguards specialists to support safeguards implementation, supervision, monitoring, and reporting. The project EA, Assam Power Generation Corporation Limited (APGCL), managed the environmental safeguards requirements without the planned consultant. However, engaging an expert to support APGCL in handling pollution control aspects and strengthening internal staff capacity would have been desirable to ensure that issues were detected and reported properly.

It is important to engage suitable safeguards experts to ensure that high-quality reassessments are undertaken to align safeguards implementation to changes in the project scope. Changes in scope are common in the implementation of large power transmission projects and timely updating of all relevant project documents to reflect and address such changes is necessary. In this project, scope changes were made especially to utilize the large loan savings that resulted from the overestimation of the project costs at appraisal.

The need to obtain varioushe need to obtain various forest and wildlife clearances should be considered at project planning and replanning stages. Processing of forest and wildlife clearances led to some delays in project implementation. The requirements for this should have been considered during the original planning stage and while processing the scope changes, with timeline extensions likewise considered to address the lengthy process of obtaining these clearances in India.

Signing of loan agreement is essential to achieving project readiness. To avoid possible risk, the executing agency did not start the project implementation, including the detailed design for civil works, until the loan agreement was signed on 6 February 2013. That slowed project implementation progress in the early stage. In the future, ADB needs to convince the counterpart to enhance project readiness.

While face to face communication would have been better in certain cases, adaptation to pandemic restrictions by adopting new ways of working in addition to being agile and flexible proved adequate and strong enough to successfully implement projects during the pandemic. The program was implemented during a very challenging period when the pandemic was just reaching its peak, the health situation was deteriorating globally, and lockdown measures were being intensified.

Strong community support is better assured through collaboration with local groups. Even in baghs (subdistricts) where shelters were not constructed, community support was strong because of the BNGs established by the project. Community ties nurtured through the BNGs have resulted in knowledge exchange, responsibility-sharing among the herders, and efficient use of BNG revolving funds and disaster risk reduction equipment and tools. BNGs organized various activities that benefited the whole community, such as road repairs and fence-building new fences.
