ADB can use future thinking and foresight to engage with DMC agencies to develop interdisciplinary scenarios relevant to futures planning. The futures scenarios enable conversations beyond the most preferred futures which are normally described in national development plans.

Future thinking and foresight is a specialized expertise. It is crucial to identify and engage consultants with proven experience to ensure they can provide the necessary guidance and insights. It is also a new approach for ADB and thus, clear onboarding, communication, and setting expectations for both Staff and consultants who were critiical to the success of the TA.

Hands-on involvement of ADB Staff in the conduct of capacity building workshops and documentation allows for rapid learning and upscaling of new technologies being introduced and further developed. The future thinking and foresight activities were implemented by ADB Staff and individual consultants. ADB Staff were ands-on in the conduct of the workshop and the documentation. This facilitated rapid learning and scaling up of future thinking and foresight approaches under other TA projects.

Increased and more frequent collaborative engagement with SAIs and private auditing firms would facilitate the prioritization of limited TA resources, allowing them to be strategically allocated to address the most critical capacity gaps. EAs/IAs staff training need to continuously focus on timely financial reporting and audit and comprehensive coverage of all project expenditures until financial closing.

Efforts to train EAS and IAs in ADB procurement procedures will do little in developing institutional procurement capacity with the persistence of staff turnover in these agencies. In this project, frequent turnover of key staff members prevented the training from reaching all those responsible for developing requests for proposals, formulating evaluation criteria, and reviewing bids against the criteria. Consequently, procurement capacity remained low.

There is a need to provide employability training and support to enhance the employment prospects of women even in non-skilled jobs. During project implementation, many employment positions were created, primarily benefiting ethnic minorities, including minority women. These positions mainly involved infrastructure work with lower technical skill requirements and cleaning work. While these opportunities were valuable, experience from the project highlighted the need for employability training and support to these groups.

Continued capacity building is required for Cambodia and the Lao PDR to move to a higher level of technical capacity in handling sanitary and phytosanitary (SPS) concerns. The project has strengthened SPS capacity in Cambodia and the Lao PDR and facilitated product-specific market access agreements with neighboring countries in the Greater Mekong Subregion. It strengthened academic aspects of SPS, which were nonexistent before the project. It enabled knowledge transfer in priority SPS areas from the training and day-to-day coaching provided by project consultants.

Providing targeted resources to ensure sufficient understanding of ADB procurement and project administration guidelines, particularly among first-time ADB executing and implementing agencies, will help avoid startup delays. Minor implementation startup delays were encountered because of the unfamiliarity of some first-time implementing agencies with ADB procurement, financial management, and disbursement procedures. But after trainings were provided and consultants mobilized, implementation accelerated significantly.

Harness the role of community-based organizations for inclusiveness. Community-based organizations (CBOs) played an active role in implementing the PMEP, such as facilitating information dissemination in the community, collecting applications from interested unemployed individuals, and connecting them to ward offices. Similarly, CBOs helped the government in identifying poor and vulnerable people as recipients of its food distribution efforts and contributed to addressing food needs during the crisis.

Comprehensive and disaggregated enterprise-level data are needed to effectively support micro, small, and medium-sized enterprises (MSMEs) in times of crisis. The absence of a real-time disaggregated financial data collection system at the beneficiary level made it difficult to timely track the status of business recovery of affected MSMEs. The dataset collected and used in reports on MSME lending did not include comprehensive disaggregated enterprise-level data from the start, making it impossible to assess the inclusiveness of the concessional lending.

Data interoperability facilitates beneficiary targetting in times of crisis. Difficulty in consolidating data between federal, provincial, and local-level governments and between sectors affected program implementation and progress monitoring. While Nepal’s social security programs each identify and register beneficiaries, there is no central register for poor and vulnerable populations. Hence, the ward officials identified food support beneficiaries, which led to implementation challenges.
