At TA concept stage, it is critical to carefully evaluate the options for the implementation arrangements and assess any risks for a fully successful TA implementation. The TA was executed by ADB, with the Quang Tri Water Supply Company—fully owned by the Quang Tri provincial people’s committee—as the implementing agency. A good example is the diagnosis of tax neutrality for the Islamic capital market, which included significant consultation with issuers, legal and tax experts, banks and capital market intermediaries. This feature is a good practice and should be replicated in other TAs.
