In this way, catch-up plans may be undertaken by relevant offices.

There is also potential replication to other regional groupings outside ASEAN including the Central Asia Regional Economic Cooperation.

The institutional structures of both RTAD and DOH are still weak in addressing identified road safety and maintenance issues. It is recommended that RTAD should establish a road safety section to strengthen its leadership, and DOH should establish RAMS unit to act as [an] engine room to enhance the planning process. To attract interest of private contractors to participate in maintenance works, together with providing capacity building trainings for the contractors, MOC should advocate [for a] strategy of road maintenance based on appropriate investment plan.
