The ability of all participating utilities to successfully adopt and implement organizational changes to meet the project requirements should be assessed, with specialized external support in utility management provided as necessary. A key reason for the success of the Chuuk project component was capable management by the Chuuk Public Utilities Corporation that provided full-time qualified professionals with the required skills and experience in operating a utility as a commercial or semi-commercial entity, and with the ability to manage personnel within a close-knit, small island society. The secondment of staff from the Pohnpei Utilities Corporation to the contractor was also effective in the transfer of operations skills. During project preparation, the capacity of all participating utilities and their ability to successfully adopt and implement organizational changes should be assessed. Specialized external support in utility management should be considered and realistic targets set.
