Greater Mekong Subregion East-West Economic Corridor Towns Development Project

Projects at completion should ensure that there is clarity of mandates, responsibilities, and performance targets among institutions involved in the operation and maintenance (O&M) of project assets to minimize the risks to the sustainability of project benefits. The project supported the provincial government in clarifying the roles and responsibilities of the different government agencies and the private sector in O&M of the project sub-outputs. However, with O&M becoming increasingly complex, there is a need to delineate more specifically the responsibilities, performance Indicators, and annual targets beyond what the current institutional setup provides. Efforts should immediately follow this project’s completion to identify the remaining gaps in O&M institutional arrangements, make projections about the O&M needs of the various project assets over their design life, and map out a plan to match the requirements with adjustments in institutional arrangements, as necessary.
