ADB close mentoring and guidance are crucial to ensuring quality financial reports and well functioning financial systems. During the first reporting year of the project, the implementing agency had difficulty complying with the annual financial reporting requirements. Through ADB's close mentoring and guidance, the reports gradually improved, from the beginning of fiscal year 2019 up to 2021, and the auditors issued clean or unqualified opinions.

The project indicator on the changes in parameters in relation to upgrading and installing new transformers should have been appropriately recorded as a scope change. Involvement of the resident mission staff during project appraisal could help finetune the estimation of works and provide them with a better understanding of the project. The resident mission supported the DISCOMs in all aspects of implementation, including strengthening safeguard monitoring and reporting. However, they were not as involved in approval, which could have helped attune cost estimates to the loclal market conditions, as well as develop better grasp of the project.

Awareness-raising and capacity building on the safe and efficient use of electricity, and skills training in energy facilities, have several important benefits. In Madhya Pradesh, industrial and high-voltage power consumers cross-subsidize the cost of supply so that agricultural and domestic consumers pay less. To ensure this benefit and make people aware of the safety hazards on the misuse of the high voltage transmission and distribution systems, an extensive public awareness campaign was undertaken. People were also trained in the use of facilities.
