ADB project administration needs to ensure that changes in the project scope are appropriately recorded. The project indicator on the changes in parameters in relation to upgrading and installing new transformers should have been appropriately recorded as a scope change. This would have addressed some issues on project accomplishments and facilitated a well-grounded assessment of project accomplishments.
