Continuity of services of experienced project staff is essential. The project director and account officer positions at the project coordination office experienced high turnover, which affected overall performance, including of project financial management, as evidenced by the outstanding recurring audit issues and multiple delayed submissions. Although it may be impossible to fully anticipate and avoid frequent staff turnover, the executing agency in future and ongoing projects should establish a mechanism for proper handover and transition to ensure that institutional memory is preserved. This also applies to ADB staff and is most important when a change in project officer occurs.
