The preparation of sound project feasibility studies requires a wide range of specific skills (e.g., in market and financial analysis) that need to be developed within the cadre of extension workers, project implementing units (PIUs), and nongovernment organization (NGO) staff. Extension workers should not only have a technical background in fisheries, but must also have business management skills. A well-prepared project feasibility study increases the likelihood of success of a livelihood project.
