There were implementation delays during the initial period of the project, especially in achieving loan effectiveness, recruiting implementation consultants, and awarding contracts. These delays occurred even though advance procurement action had been approved. To minimize delays in achieving loan effectiveness, it is recommended that the practicalities of achieving all proposed loan effectiveness conditions are reviewed and discussed with the borrower and the executing agency during appraisal. To address start-up issues, ADB should assist the executing agency with the implementation of project start-up tasks such as consultant recruitment and the preparation of comprehensive feasibility studies and detailed engineering designs.
