Additional measures to regulate and improve contractors’ performance could include application of more stringent financial criteria during procurement, provision of advance payment in stages, and bonuses for early completion. Despite efforts by MPRDC, the completion of civil works for three packages was delayed due to contractors’ financial problems, deficiencies in planning, and the general recession in the construction industry. Evaluation criteria covering past performance would facilitate identification and disqualification of 15 contractors who have performed poorly on previous projects.
