Another project level lesson is related to the analysis of financial performance of the executing agencies.The PCR analyzed the performance against three major criteria business risk, financial risk and financial flexibility and liquidity. Adding 10-year financial projections of the state gas companies to the performance analysis would provide (i) an understanding of threats and risks, (ii) guidance for policy initiatives, and (iii) measures needed for securing energy supplies through future investments.
