The TA’s efforts to develop a subnational expenditure framework for SLHCP implementation were hampered by challenges in obtaining robust historical health sector expenditure data for provincial levels. Future efforts to generate financial data from local governments require engagement not only with MOH, but also the Ministry of Finance.
