The success of capacity development efforts can also be better assessed when the indicators tracking the results of these activities focus on outcome-level results, rather than just the number of training materials produced, or the number of people trained. The indicators for Output 3 did not track results, such as the effectiveness of the training programs as viewed by the trainees, and whether the trainees actually applied the knowledge gained in their jobs within 6-12 months after the training or not. Capacity development TA activities should have indicators that track these types of outcomes, rather than basic numeric output-based results.
