GAP performance was not successful overall, in part because of ambitious target setting, the absence of regular monitoring, reporting, and assessment of GAP achievement during the midterm review, inadequate GAP orientation during inception, and insufficient sensitivity and understanding of GAP implementation by stakeholders.
