Omnibus Infrastructure Development Project

Timelines for policy changes and major reforms should also be realistic, knowing that building understanding and ownership can take time and the passage of legislation can be a lengthy process. Two municipalities declined to participate in the project because of their objection to the transfer of ownership and management of assets to a state government agency. Future projects could consider a screening mechanism to firmly establish commitment from local government before inclusion in the project, such as the requirement of a memorandum of understanding signed between local and state governments, or the passage of an early resolution by local government agreeing to reform requirements. The presence of a project coordination office may allow for closer engagement with the executing and implementing agencies.
