This program is built on the long-term engagement of ADB and development partners in Fiji. It therefore benefited from extensive TA in public sector management, reforms introduced through the previous PBL, and project investments in the water and energy sectors.

Strong government commitment and leadership is critical to the implementation of reforms. In this project, this enabled the successful implementation of policy actions and reforms agreed under the post-program partnership framework (P3F). The single-tranche, stand-alone modality combined with the P3F was useful in bridging a period of high uncertainty, continuing and building on reforms from the previous programmatic approach while providing flexibility to reflect the new government’s priorities in a follow-on medium-term reform program.

A combination of policy-based lending (PBL) and technical assistance (TA) engagement, based on ADB's differentiated approach in small island developing states (SIDS), can further enhance the impact of ADB assistance to public sector management in Fiji. The lack of a definite schedule for disbursement required ADB to maintain close coordination with the government. This ensured timely disbursement when required. The government did not draw down the proceeds of the loan until after the award of a substantial number of contracts for rehabilitation of schools, although it had earlier withdrawn the DPL to meet financing requirements for the HFH scheme.

Early processing of the EAL by ADB and close alignment with the DPL of the World Bank gave the Government of Fiji the necessary confidence to proceed with support to the poor and vulnerable families and homeowners, and to commence a relatively large-scale rehabilitation program for public buildings, including schools. The implementation of an emergency assistance loan is similar to that of a policy-based loan, except that processing is expedited to support the financing of early recovery efforts following a disaster.
