Sustainable and Resilient Recovery Program

A combination of policy-based lending (PBL) and technical assistance (TA) engagement, based on ADB's differentiated approach in small island developing states (SIDS), can further enhance the impact of ADB assistance to public sector management in Fiji. The design of this reflected ADB's differentiated approach in SIDS, spreading reforms across complementary areas and government units while combining policy actions that introduce or advance policy and legal frameworks with those that support their implementation. A good example of the latter is the further rollout of the gender-responsive budgeting methodology. A similar approach could be useful to support the implementation and institutionalization of (i) the Financial Management (Amendment ) Act 2021, including the new legal requirements for procurement planning, for which this project's performance fell short of the outcome indicator target; and (ii) the Climate Change Act 2021. Both legal reforms are significant and could benefit from continuous support by ADB through a combination of PBL and TA engagement.
