The facility’s flexibility allowed the use of savings from one tranche to fund investments from another tranche. The installation and supply of ventilators within tranche 5 was canceled in the metro project as the increase in costs surpassed the initially allocated loan funds. Savings from tranche 1 from the cancellation of other subprojects were used to fund the investment in ventilators from the metro project.

Government changes can disrupt institutional continuity. The national election in 2012 resulted in a change in the ruling party and the subsequent appointment of new directors and staff in the implementing agency. Additional time had to be devoted to building capacity and awareness of the project. Several components under the project were canceled because of changes in government priorities.

Political support, and ultimately political accountability, is an essential component of institutional reform. An early back-to-office report (September 2014) stated that the government appreciated the importance of promoting a better business environment in the context of the private sector’s contribution to growth in gross domestic product. The government set up a Consultative Council on Reduction of Business Inspecting Agencies, chaired by the First Deputy Prime Minister to monitor implementation progress. All policy actions were completed.

Multidimensional programs need to have a balance on types of indicators but should take care to ensure that progress in threshold indicators can be properly recognized in the design and monitoring framework (DMF). Only 9 of the 12 unique output indicators between subprograms 1 and 2 had been achieved or almost achieved. Of these 9 achieved output indicators, 7 were binary , i.e., they only take the value of achieved or not achieved. The output indicators not achieved had specific numerical targets that had not been met.

It is important to properly phase implementation schedules to allow for deeper analysis of output and outcome progress and rectify indicators. All four outcome indicators were not achieved but progress was recorded against outcome indicators related to increases in private investment, internationally certified Tajik firms, and regulatory quality; and in the case of women entrepreneurs was particularly good if measured by electronic tax declarations. This suggests that targets were initially overambitious and/or that outcome indicators should be considered over a longer period.

Targeted and medium- to long-term assistance in key sectors is particularly critical for Georgia to sustainably recover from COVID-19 impacts. There is opportunity in crisis that, if taken advantage of expeditiously, can lead to significant beneficial measures. In the case of Georgia, the depth of the crisis that led ADB and other development partners (DPs) to offer a large rescue package illustrates what can be achieved under crisis situations.

The CPRO was a highly effective pandemic response and reform program, which ADB can build upon to help accelerate the structural reform process it has been supporting in Georgia. The CPRO provided Georgia with a useful and effective tool in addressing the COVID-19 pandemic. It was prepared with unprecedented speed and supported the priorities identified by the government in its COVID-19 response program.

The collection of sex-disaggregated data remains to be a challenge in Georgia and this needs greater attention in ensuing programs in the country. The collection of sex-disaggregated data to support CPRO design and implementation was challenging, hindered in some cases by the emergency situation, and in other instances, by the limitations in government databases. This highlights the need for ensuing programs to carefully evaluate and identify the appropriate gender indicators in ensuing programs.

Less stringent selection criteria, which enables the participation of more eligible financial institutions, could optimize the impact of microlending short-term, low-interest loans in unbanked but regularly earning agricultural communities. The selection of partner participating financial institutions (PFIs) for the microlending component of this project may have been too strict. This resulted in the participation of only 3 of the 6 large PFIs in Tajikistan, all of which are foreign-owned and likely to have been effective partners.

Timing and location are essential to the participation of women in gender-related and other project activities. Implementation of this project’s gender action plan (GAP) was challenged by the wide geographic dispersion of households, which created difficulties in gathering project participants for training. The gender awareness campaigns also coincided with the harvest season, which made it difficult for farmer-beneficiaries to take part.

A thorough assessment of the financial management capacity of executing agencies (EAs) is required to mitigate the risk of financial issues disrupting project implementation or leading to non-compliance to loan covenants/grant agreements. The Agency for Land Reclamation and Irrigation (ALRI), the EA for 2 of this project’s 4 intended outputs, did not monitor the commercial bank that held the advance accounts for said outputs. When the bank became insolvent, part of the advance accounts was frozen, and was refunded only after government intervention albeit with significant delay.

A project specific DMF is key to reliably assessing the implementation progress and overall performance of each tranche project. The DMF for this project contained indicators that pertained to investments under other tranches of the multitranche financing facility (MFF). This made monitoring and evaluation of project progress and performance difficult, with results that hid the real picture and so prevented corrective measures from being undertaken during implementation.

Projects could fail because of faulty impact assessments. The initial environmental examination (IEE) approved by ADB had to be revised as road vibration and noise impacts needed to be studied further. While public consultations were conducted, these did not generate enough buy-in from some of the stakeholders who raised formal complaints. Local people outside the project’s original area of influence opposed project implementation as well as the proposed remedial action plan (RAP), due to which the project could not be carried out within the original timeframe.

Project impacts on vulnerable groups need focused attention. . The IEE had some shortcomings in identifying the project’s impacts on vulnerable groups in the project areas. Visually impaired people living in the area were to be affected by noise generated from the road layout. As a result, the project required a new round of consultations with visually impaired affected persons whose specific vulnerabilities and needs had not been factored into project design. In addition, more precise measurement of vibration impact on buildings occupied by affected persons needed to be developed.
