The validation disagrees with the TCR on its view of the TA’s rationale.The TCR and this validation are in agreement regarding the TA design and the need to improve the indicators. Another related lesson is that the indicators need to be selected such that they remain consistent with the logic of the results framework. The TCR is also candid about the need to have a realistic and achievable targets, particularly within the parameters of an SSTA.

The rationale of the TA was generally well-articulated. The TA design could have been formulated better in terms of outputs and outcome. Distinct performance indicators for outcome and outputs could have provide better opportunities to evaluate the TA results. Also, having realistic and achievable targets is crucial considering implementation realities and timeframe.

The TA enjoyed the benefits of engaging with national strategic partners and stakeholders to strengthen mainstreaming climate change concerns in national development planning. In particular, the TA’s output 2, which was designed to be open and flexible, helped accommodate the South Asian DMCs’ request for support for climate change–related priority capacity building activities that can be implemented within the scope of the regional TA.
