The same project officer handled the sole subproject under the cluster TA from the start to the end. There was also no change in consultants at any stage. They were found to be highly qualified for the tasks assigned. This shows the importance of consistency not only in managing the TA, but also of the consultants’ inputs for successful achievement of the outputs.

The SASEC Transmission Master Plan is expected to be updated and expanded soon to include Myanmar, which exercise has been eased by the availability of requisite databases. The findings of the feasibility study on power trading companies in Bangladesh and Nepal would help similar studies on other countries.

Prior consultation with countries targeted to participate should be done extensively during preparation of the TA. For the subproject, the convenient process of TA approval helped to mobilize necessary resources for these supplementary activities in a timely manner.

Partnership with United Kingdom’s Department for International Development (DFID) helped extensively to supplement the efforts in related activities under RETA 8619 and expand the capacity development on Bangladesh and Nepal. The cluster TA funded travel-related expenses of participants from Bangladesh and Nepal on the SASEC Cross-border Power Trade Development Study Tour held in Nord Pool Spot, Oslo, Norway, while RETA 8619 funded those of participants from other SASEC member countries.

Bringing together the relevant government stakeholders such as the ministries-in-charge of energy, the power utilities and transmission utilities, and the regulatory agencies in the intergovernmental meetings helped to further the discussions more effectively at both policy and technical levels.
