When designing a DMF for a TA activity, it is important to provide as much specificity as possible relating to the definition of terms or conditions applied in indicators. In the DMF, the main outcome indicator was related to the implementation of the forest seed stand registry, but the indicator did not adequately define the conditions of success. The DMF could have specified and provided detailed conditions defining what implementation of the registry actually meant in concrete terms.

Even when TA activities have a highly technical focus, finding ways to engage non-technical stakeholders can result in additional synergies and benefits. The TA activity included capacity development activities for forest managers relating to the management of forest genetic resources, including seed stand identification, seed collection, processing and storage.
