During the feasibility study stage, the estimate of consultant inputs is based on the assessment of existing institutional capacity to carry out certain activities. In this project, about $7.2 million worth of international consultants inputs were not used. The absence of such a significant amount of international expertise could have contributed to the project’s underperformance. The lesson here is that before making a decision to cancel consultant inputs, careful consideration should be taken as to its impact on project performance.
