Do not propose establishment of a new business continuity fund during crisis. The business continuity fund was established during the crisis. Actual usage was far less compared with existing instruments for concessional lending and refinancing, as operationalization took time. Unless such a fund can be established on time, proposing a new fund during a crisis should be avoided when good instruments are available.

The project experienced significant implementation delays due to factors which were unforeseen at approval. These changes resulted in reallocation ofthe loan proceeds. The review process including due diligence for these changes took 1 year on average. In fact, the process could have been shortened had the organization of these changes been orderly.

ADB played an important role in country risk mitigation. ADB’s partial credit guarantee (PCG) to the Southern Gas Corridor Closed Joint-Stock Company (SGC) made possible SGC’s access to necessary private sector refinancing to meet its financial commitments to Shah Deniz Stage II (SD2) and the midstream pipelines. This reduced government dependence on the country’s dwindling oil and gas revenues held by the State Oil Fund of the Republic of Azerbaijan (SOFAZ) to meet expenditure obligations.
