The One ADB approach is effective in delivering in timely crisis response. A contributing factor to the timely delivery of COVID-19 assistance and support is the One ADB approach in program processing, especially the strong role of the resident mission. With all the relevant departments working as contributors and partners, this approach broke down barriers and improved communications, resulting in faster turnaround and higher-quality outputs. The resident mission played a critical role in the preparation of the program, policy dialogue, and the eventual implementation of the program.

Early in program implementation, the government recognized the importance of internet connectivity and the use of web-based applications. The program's participatory approach was effective in engaging multiple stakeholders, enhancing donor coordination, and delivering the intended results. Emergency programs are less amenable to inter-donor coordination compared to programs implemented under normal conditions. However, based on a participatory approach, the CARES program made it possible to involve different parties: ministries, international nongovernment organizations, the private sector and civil society organizations. The approach proved to be effective, as the results were satisfactory.

ADB played an important role in country risk mitigation. ADB’s partial credit guarantee (PCG) to the Southern Gas Corridor Closed Joint-Stock Company (SGC) made possible SGC’s access to necessary private sector refinancing to meet its financial commitments to Shah Deniz Stage II (SD2) and the midstream pipelines. This reduced government dependence on the country’s dwindling oil and gas revenues held by the State Oil Fund of the Republic of Azerbaijan (SOFAZ) to meet expenditure obligations.
