The lack of available data across government departments can be challenging especially during times of crisis. The government encountered difficulties in collecting sex-disaggregated data in some instances; making it difficult to understand how women and girls were affected by the COVID-19 pandemic. Disaggregation by employment and disability status was challenging as well. The sex-segregated data on testing capacity and incentive for health workers included in the completion report were proxies based on total beneficiaries and the male and female ratio among the healthcare work force.

Indicators and targets relying on surveys that may not be available at the time of measurement could benefit from the identification of alternative measures during program design. One of the outcome Indicators in the CARES design and monitoring framework is measured by the WHO only every 5 years and information about its most recent assessment is due for release in mid to late 2022; after the end of the CARES program. Uncertainties and disruptions created by emergencies need to be considered when designing Indicators to ensure that targets are achievable and realistic.

Lessons from impact assessments undertaken by the government need to be explored for possible replication or application in future crisis response operations. In addition to monitoring of program expenditures; the government conducted its own assessment of program results; such as the social impact of cash transfer programs on affected people.

The COVID-19 pandemic experience provided the government an opportunity to develop its approach to monitoring and reporting. During the loan period; ADB supported the executing agency in the quarterly monitoring of expenditures under the government’s emergency loans. This was appreciated by the government and because it provided the only English-language summary of government expenditure under the two emergency decrees, the quarterly monitoring was continued at government’s request even after loan closure.

Government’s effective and responsive implementation of the program and use of funds highlighted the importance of being able to adjust allocations as demanded by the crisis. The government successfully utilized its ADB countercyclical loan to support its relief and stimulus program under its two pandemic emergency decrees and funds (FY2020 and FY2021). In particular; the Cabinet responded rapidly to the successive waves of COVID-19; allocating and reallocating budgets to work plans and projects where they were most needed at any one time.

The program has helped strengthen ADB’s role as a trusted partner and created a positive experience for the government to strengthen its relations with development partners. The loan provided international funds that have helped address the government’s objective to reduce borrowing in the domestic market and have helped ensure liquidity in Thailand’s private sector. The program’s accompanying technical assistance provided the government with value-added policy dialogue and technical assistance to help address the government’s knowledge needs as they evolved through the crisis.

It is important to maintain some degree of flexibility to effectively respond to crisis situations. Perhaps the most important quality of Thailand’s CARES program was its ability to rapidly mobilize demand-driven support in a crisis; highlighting the importance in future crisis responses of maintaining some degree of flexibility in both program design and implementation. ADB was able to process and approve the program within 3 months of the government’s initial request for support. Events in Thailand necessitated loan signing to take place about 4 months after ADB approval.

Sector risks need to be carefully assessed prior to making an investment decision in a new sector. Bangladesh’s Infrastructure Development Company Limited (IDCOL) has faced challenges because of its portfolio concentration in renewable energy. While it has taken steps to move away from such concentration of risks, it still needs to further diversify its loan portfolio. Currently, IDCOL is focusing on power sector public-private partnership (PPP) projects.

Close coordination among key stakeholders is especially required in complex and large-scale projects. Bolstered by strong partnership with and regular involvement and oversight from ADB, the executing agency and the project implementation unit’s professional and technical staff would have contributed to the delivery of the intended outcome and outputs. Professional and technical support was particularly important as the municipality of Ulaanbaatar MUB lack in capacity to effectively manage and coordinate the program.

A holistic approach, which can lead to overambitious scope and targets, needs to be carefully weighed during the project design stage. This program and its numerous outputs adopted a holistic approach, which might now seem overly ambitious, particularly for the first urban transport undertaking in Ulaanbaatar. A phased approach could have been considered to focus resources on clearly identified priorities and to develop capacity.

Complex and large-scale investment programs demand more rigorous front-end analyses to identify appropriate implementation arrangements and timelines. Drawn-out government approval processes, lack of qualified and experienced consultants, and inadequate high-level support and guidance obstructed the implementation of this investment program. Being a complex and the first-generation bus rapid transit investment in Mongolia, the program required a longer implementation period.

More effort toward improving cooperation on regional public goods will strengthen the value addition of future regional projects. Cooperation between the two countries during implementation was limited. More inter-country activities toward strengthening cooperation on regional public goods such as early warning systems, flood and drought management control, joint missions to share country experiences, and knowledge sharing during project implementation would be useful in future regional cooperation projects.

Not relying on just one type of infrastructure added value by delivering better project benefits.

Clarity on implementation roles and responsibilities and consistent collection and monitoring of Gender-disaggregated data are key to the successful execution of the project Gender action plan (GAP). Gender trainings at inception stage provided clarity on the roles and responsibilities of consultants and implementing agency staff. The well-defined division of labor provided a strong kickstart to the implementation of the GAP. Integration of sex-disaggregated data collection into the system enabled reliable Monitoring and evaluation of GAP progress throughout the project.

Participation fosters strong beneficiary ownership of projects. This project encouraged the participation of local communities and other stakeholders from the planning stage and throughout implementation. This active participation enhanced project ownership by the beneficiaries. As revealed by the post completion survey, the project has retained this community support.
