TA relevance increased during implementation because of ADB’s responsiveness to real-time requests from the government. Regular country programming missions, consultation meetings, and tripartite portfolio review meetings provided effective avenues for ADB to be more responsive to clients. Responses to government requests should be matched by a scrutiny of the accompanying necessary changes in the results chain and the DMF overall, including performance indicators, targets, data source, and reporting mechanism.

Output performance indicators and targets were changed to align with the government’s requests for support to emerging priorities. The outcome statement and targets should also have been updated to reflect the changed focus of the TA which has evolved and become broader.

The design and monitoring framework (DMF) and monitoring and reporting mechanism need to be carefully developed at the planning stage. The outcome statement of the TA was not appropriate as it is too narrow and should be more focused on the TA benefits to Maldives. Outcome targets were too ambitious since there were several contributing factors outside the scope of the TA that affected their achievements. With a small country portfolio, unexpected delays in one or two projects will make the target unachievable. Having an outcome indicator at the broader level could help avoid that.

The timing of scope changes need to be carefully planned, especially taking account of the possible implementation disruptions these can cause. Consultation with development partners is also important to increase synergy and reduce duplication. This was an aspect of the TA design that could have been improved as some activities proposed overlapped with those supported by other development partners (FKSSK action plan and branchless banking workshops).Resources for these activities were reallocated to other equally important activities that contributed to the outcome during the implementation stage.

The TA design should include extensive stakeholder engagement including those that may not be directly involved in the TA. This should consist of focus group discussions with stakeholders in a particular sector (banking, capital market) or thematic activities (financial inclusion, financial literacy, consumer protection). Such engagement will increase ownership of TA activities among national stakeholders on proposed activities which will subsequently reduce delays in implementation.

Careful selection and timely update of DMF indicators are crucial, along with a better understanding of the clients and their likely needs. The TA was designed to improve the institutional framework of water supply services through improving business practices of selected WSCs. The critical challenge was that the TA aimed to support the sector reform process in the middle of its transition. Considering the uncertainties of the reform, the TA outcome of supporting the country’s water sector through directly improving WSCs’ business practices was a logical and reasonable approach.
