The framework for a program’s data management system should be put in place before its start to measure the achievement of targets and beneficiaries and (the ambitiousness of goals should be balanced against the availability of data and capacity to quickly augment granular data collection. Although the government has increased its focus on gender equality and has made efforts to strengthen gender data tracking, data disaggregated by sex and age of end recipients were often not available at the time of program preparation and monitoring.

More formal and comprehensive systems, supported by the TA, are needed to track and validate compliance with gender-based performance targets. The first two subprograms were classified effective gender mainstreaming, and subprogram 3 was classified gender equity as a theme. Explicit targets were set to prioritize women in multiple areas, including entry into labor activation programs and training, and covering both job seekers and government staff. Yet, tracking was less than robust and required significant follow-up to evaluate program performance.

While customized, survey-based performance targets can be useful, they should not account for the bulk of the targets such that the overall outcome of the program depends simply on one’s ability to replicate the survey. In this case, 4 of 6 outcome targets were generated by custom surveys which, for reasons unknown, could not be replicated. Also, proxy data could not be located for three of the targets. Thus, the program’s effectiveness, despite evidence to the contrary, was compromised simply by a lack of data and an inability to confirm progress.

It is crucial to systemize the collection and dissemination of gender-disaggregated data to facilitate the conduct of gender analysis and mitigate women’s vulnerability through more effective targeting of state resource allocation. A substantial number of performance indicators under this program had specific gender targets, which ensured that the government delivered on its commitment to gender equity and gender action plans. This is important because women are usually disproportionately affected by the impacts of crises.

Basing the reporting requirements on the monitoring systems of the government’s own response plan and providing dedicated assistance for monitoring and evaluation will help reduce the burden of the government in meeting the reporting requirements of massive budget support, pandemic response programs such as the CPRO. Budget support mechanisms are relatively new for the borrower, as most development assistance is delivered as project funding or through technical assistance.

The State Statistical Committee (SSC) has numerous macroeconomic indicators on its website. However, in most cases, very recent data are missing. International organizations such as ADB, the IMF and the World Bank release forecasts of macroeconomic indicators for upcoming years, and SSC should consider following the same approach.

Accessibility of healthcare data in Azerbaijan needs to be improved. Reports from the Ministry of Health Care are not publicly available on its website. In addition, the State Agency for Mandatory Health Insurance considers healthcare information to be highly sensitive. Accordingly, this information is not contained on its website. Information related to daily coronavirus infections and vaccinations was released publicly. It would be useful for the agency to disseminate gender, age, and region-disaggregated information to the public.

Understanding the Private Sector Small Medium Enterprises (PSME) context is essential both at the design stage and during implementation. A detailed assessment of SME policy and institutional, political, and social context is required, with ADB engagement as part of a coordinated program of support by development partners for SME reform. As achieved under the PSME2, it is important that the supported policy actions focus on a limited number of sequenced, high-impact reforms that lead to development outcomes that are clearly defined and reflected in the DMF.

A program's design and monitoring framework (DMF) needs to be agile and flexible. A key aspect of a crisis is that it rapidly evolves and at the outset more is often unknown than known. The DMF therefore needs to be realistic and subject to change when new evidence emerges, or the context evolves. Hence, during the implementation and monitoring of the program, the DMF should be revisited and updated as needed.

The lack of available data across government departments can be challenging especially during times of crisis. The government encountered difficulties in collecting sex-disaggregated data in some instances; making it difficult to understand how women and girls were affected by the COVID-19 pandemic. Disaggregation by employment and disability status was challenging as well. The sex-segregated data on testing capacity and incentive for health workers included in the completion report were proxies based on total beneficiaries and the male and female ratio among the healthcare work force.
