The urgency of the lending produced outcomes that, while unavoidable, are nevertheless instructive. For example, target setting was difficult because the contours of the pandemic were fluid. Liaising with the government was also challenging. The timeline for initial response was tight, and ADB worked with a small number of government teams in the interest of speed. This concentrated approach to planning was complicated by the pandemic affecting government officials’ health and well-being personally.

The crisis amplified the adverse, preexisting, and self-reinforcing relationship between public health and economic outcomes. This relationship should remain at the forefront of ADB’s engagement with Indonesia. COVID-19 takes a higher toll on individuals who suffer from stunting—a disease that is prevalent in Indonesia and closely associated with poverty.

The country engagement framework (CEF) worked effectively for the CARES program and may be used for continued engagement and dialogue with the government on post-CARES follow-on work. Dialogue with key stakeholders from the private sector and civil society played an invaluable role in: (i) providing government with firsthand accounts of the challenges faced by the sectors from the evolving conditions under the pandemic; and (ii) establishing a direct feedback loop to the government on how policies were translating on the ground. The dialogue was consistent with ADB’s CEF in Cambodia.

Stronger coordination between the national and subnational levels is necessary to ensure a coordinated approach to implementation, reporting, and monitoring. More could be done to strengthen vertical and horizontal coordination between the relevant government agencies for improved outcomes.

The requirement for counterpart funding to finance land acquisition and resettlement (LAR) should be clearly communicated to government counterparts during project preparation. Due to delayed and inadequate counterpart funds, particularly to support LAR, works were begun in several subprojects even before compensation payments were completed. This comprised noncompliance to ADB safeguards and caused the suspension of works in pertinent subprojects.

The program has helped strengthen ADB’s role as a trusted partner and created a positive experience for the government to strengthen its relations with development partners. The loan provided international funds that have helped address the government’s objective to reduce borrowing in the domestic market and have helped ensure liquidity in Thailand’s private sector. The program’s accompanying technical assistance provided the government with value-added policy dialogue and technical assistance to help address the government’s knowledge needs as they evolved through the crisis.

Participation fosters strong beneficiary ownership of projects. This project encouraged the participation of local communities and other stakeholders from the planning stage and throughout implementation. This active participation enhanced project ownership by the beneficiaries. As revealed by the post completion survey, the project has retained this community support.

Harness the role of community-based organizations for inclusiveness. Community-based organizations (CBOs) played an active role in implementing the PMEP, such as facilitating information dissemination in the community, collecting applications from interested unemployed individuals, and connecting them to ward offices. Similarly, CBOs helped the government in identifying poor and vulnerable people as recipients of its food distribution efforts and contributed to addressing food needs during the crisis.

Close and sustained engagement with the government and development is essential to the success of crisis response programs. This program’s design and implementation benefited from the strength of ADB’s close engagement with the government. The resulting close alignment also promoted ADB’s rapid processing, impactful design, and smooth implementation of the program.

Strong coordination between ADB and the executing agency, the Department of Economic Affairs (DEA), and the high level of government ownership of the program were the keys to developing a program focused on the vulnerable sections of society and to delivering an effective response to the pandemic at unprecedented speed and scale. The program supported key initiatives of the government to mitigate pandemic impacts. ADB and the DEA closely interacted to monitor and report on the progress of program implementation.

The program's participatory approach was effective in engaging multiple stakeholders, enhancing donor coordination, and delivering the intended results. Emergency programs are less amenable to inter-donor coordination compared to programs implemented under normal conditions. However, based on a participatory approach, the CARES program made it possible to involve different parties: ministries, international nongovernment organizations, the private sector and civil society organizations. The approach proved to be effective, as the results were satisfactory.

The program proved to be a timely and effective means of channeling support to the government. Designed with coordinated support from various development partners,the government-led program, was coherent and relevant and delivered most of its intended outputs and outcomes. Several performance Indicators had specific Gender targets, which supported the government’s efforts to deliver on its commitment to women’s empowerment during a period when women were disproportionately affected by the impacts of the pandemic.

Continued implementation of regular reform programs even under crisis situations demands a strong partnership between ADB and the government. This program continued and strengthened ADB’s support to improve the country’s macroeconomic performance under the Economic Stabilization Program initiated by the government in 2019. Sustained implementation of the program allowed the government to continue with policy reforms while fighting the pandemic.
