Subprogram 2 supported the development and approval of the Capital Market Development Strategy, 2022–2028 by government decree, which includes a commitment to develop a green bond framework. It might be useful to develop a climate finance strategy for the state-owned enterprises(SOE) sector, building on the experience and lessons from this program's. Assessment of the fiscal risks associated with climate change was incorporated into subprogram 2. This highlights the significant role SOEs can play in addressing climate change impacts and supporting the countries climate obligations. Given this, it might be useful to establish a climate finance strategy for the SOE sector, building on the experience and lessons from this program.

It is imperative for SOEs to develop good corporate governance and maintain an arm's length relationship with government, regardless of whether it is a commercial or noncommercial SOE. Some of the policy actions under this program were designed to improve the government's performance of its SOE ownership function. It is important that performance indicators are results-oriented rather than process-oriented. .The performance targets set out in the design and monitoring framework (DMF) were more process- than results oriented in terms of targeting developing systems, and producing reports, assessments, and reviews. The completion of a report or review or assessment, for instance, was judged as an accomplishment. Instead, the indicators should have reflected the actual implementation of the recommendations.

An innovative approach is needed to encourage the government in implementing critical reforms, but the approach needs to be culturally sensitive. The program shows that a reform associated with a wage bill is difficult to implement. Layoffs or significant cuts in overtime payment have social ramifications and need to be dealt with sensitively, especially when there are limited alternative employment opportunities.

Strong government commitment and leadership is critical to the implementation of reforms. In this project, this enabled the successful implementation of policy actions and reforms agreed under the post-program partnership framework (P3F). The single-tranche, stand-alone modality combined with the P3F was useful in bridging a period of high uncertainty, continuing and building on reforms from the previous programmatic approach while providing flexibility to reflect the new government’s priorities in a follow-on medium-term reform program.
