The national election in 2012 resulted in a change in government and the subsequent appointment of new directors and staff in Municipal Development Fund of Georgia (MDF), the project executing and implementing agency (EA/IA). Additional time thus had to be devoted to building capacity and awareness with respect to the project. Several subprojects were cancelled because of changes in government priorities.

A large turn-out from all the Pacific DMCs at the workshop, including finance ministries, maritime and aviation authorities fostered interest in the project and facilitated knowledge sharing and contributed to project outcomes. A high turnout at workshops with multi-sector representatives from many DMCs helps to foster knowledge sharing and develop awareness, adoption and uptake of TA project initiatives building institutional capacity and driving and guiding national or sector guidelines.

Effective transport and logistics planning require a multi-stakeholder approach, particularly in a central hub and trade location such as Urumqi. Therefore, capacity building and knowledge sharing needed to bridge across multiple departments and agencies outside of UCTRC and Urumqi city that usually do not work together or share plans and data. The use of participatory, multi-stakeholder workshops and training sessions enabled the consultants to gain stakeholder feedback and understand the priorities from government departments outside of UCTRC.

Road safety agenda was not highly prioritized in DOH and understanding of road safety engineering was limited. To enhance efficiency of the developed training program, further strengthening of road safety engineering section and investment prioritization on road safety program are required. Road maintenance program also does not have high profile in DOH, and capacity of potential contractors is limited. Continuous training support is recommended under ADB financed projects, to ensure the sustainability of the TA results.
