Converting the Chao Lake Management Authority (CLMA) from a sound concept to a skilled, effective lake basin planning and management organization evolved over time, and actions taken under the project helped the CLMA to establish its authority from scratch.

Signing of loan agreement is essential to achieving project readiness. To avoid possible risk, the executing agency did not start the project implementation, including the detailed design for civil works, until the loan agreement was signed on 6 February 2013. That slowed project implementation progress in the early stage. In the future, ADB needs to convince the counterpart to enhance project readiness.

Greater involvement of resident mission staff at appraisal can help make the design of ADB-financed projects more realistic. ADB’s support for the DISCOMs improved substantially after project administration was assigned to an experienced staff at the India Resident Mission (INRM). The RM supported the DISCOMs with all implementation aspects, including strengthening safeguard monitoring and reporting.
