Greater involvement of resident mission staff at appraisal can help make the design of ADB-financed projects more realistic. ADB’s support for the DISCOMs improved substantially after project administration was assigned to an experienced staff at the India Resident Mission (INRM). The RM supported the DISCOMs with all implementation aspects, including strengthening safeguard monitoring and reporting. More involvement by the RM staff at appraisal would have led to better understanding of the projects and helped finetune the estimated works thereby reducing the 5-year total delay incurred.
