The TCR reported that the policy recommendations were accepted by the FAOL and were being incorporated into the revised rules and in the regulatory framework for local financial markets in the PRC. SASEC countries’ 13 stakeholders attended the technical study tour to NordPool in Norway to learn about the history, development, and current operation of the electricity market in Nordic countries. The tour helped the participants understand how the electricity market evolved in the Nordic countries from a mostly long-term bilateral contract-based market to a power exchange in Europe with high trading volume.

The DMF should provide clear plans for the study publications. The DMF planned that the TA studies be published, but it did not specify where these would be published. These studies may be used both within the PRC and in other ADB member countries, and plans to publish them in ADB’s website or in other widely accessible knowledge websites should be specifically stated. If the studies require editing or translation to meet publication criteria, time and budget should be included to complete their publication.

A lesson learned by this validation in reading the output and outcome information is that the information is not sufficiently clear on who and what agencies would benefit from the knowledge-building activities. Beyond the creation, adoption, and dissemination of guidelines for improved processes for climate-friendly, yield-improving agriculture, an analysis on which stakeholders have most to gain and are most in need of knowledge-building in the relevant areas would be useful if results are to be measured and presented quantitatively.

Based on the TCR narrative, the TA prepared some technical documents and accessed new mechanisms for climate finance. The approved GCF proposals were examples. While the TA made some efforts to increase awareness and disseminate knowledge via the in-country consultations, there was no clear evidence or assessment that the target audience was more aware of the technical materials presented, and had adopted the same, thereby, building institutional capacity. Adopting national or sectoral policies or legal standards, or any academic literature was not mentioned in the TCR.

Using appropriate dissemination pathways is important in engaging relevant stakeholders and decision makers to adopt the key messages. The main dissemination pathways for the JCC case study and the three CBM reports seem to be through presentations to relevant authorities and targeted training activities to strengthen awareness, institutional capacity, standards, and policies.
