The lesson is not clearly articulated as a TCR lesson. In finalizing this validation report, the NRM rephrased and provided additional information: ADB’s flexibility to adopt to changed country context is crucial to maintaining project relevance. ADB was quick to respond to the government’s need for critical policy reforms as a greater priority than the value chain component in the context of federalism. ADB’s flexibility reflected in a minor change in scope of the TA was useful to design a policy-based program in less than one year.

This validation also offers this TCRV lesson: When changes are made to a TA's scope, it should be made explicit the extent to which originally planned results would not be achieved as a result of the new approach. Under this TA, it was not fully clear that the originally foreseen concept for a stand-alone investment project would not be produced due to the shift in the TA's scope. Project scope should be undertaken with care. It is essential to go back to the design board and re-adjust the indicators and consult with stakeholders if changes are made.

However, during the finalization of this validation, the South Asia Regional Cooperation and Operations Coordination Division (SARC) provided this lesson: Implementing regional TAs is more complex and entails continued commitment and engagement of participating countries. A comprehensive risk analysis and appropriate mitigating measures should be in place and regularly updated throughout implementation to efficiently address issues that may come up.

A valuable lesson for other project teams could be a more specific and valuable information. This validation encourages TCRs to provide more detailed information that could guide other teams in designing, implementing, and monitoring and evaluating projects.

It is important for the revision to DMF indicators to be consistent with the changes sought in memos, as this can help ensure better quality reporting. For example, the Memo of 9 February 2011 sought the approval for PriceWaterhouse Coopers Pvt. Ltd. consultants to set up the International Center for the Application of Solar Energy Technologies in IIT Rajasthan. However, the indicators were not refreshed; neither does the TCR comment on this in detail, thus risking activities such as these not being adequately captured through reporting.

Agreed. The soliciting of stakeholder buy-in and support is an important aspect of project design, implementation, and delivery. A proper understanding of the demands being made on local players to provide information and any cultural issues with information sharing can help to develop buy-in to facilitate smooth project facilitation. At times, incentives may be required to assist local players to overcome barriers to cooperation.
