Cooperation amongst the ADB TA team, the NDRC, as a government counterpart, and the consultant team was excellent. The results of the TA benefited from the team’s close cooperation and extensive input from relevant central and local government authorities and data custodians in the pilot sites.

Having a combination of various types of reports, workshops and communication tools/approaches was effective and efficient for project management. ADB staff managed the TA consultants appropriately through an inception mission (in December 2016), interim/review missions (three times in August 2017, May 2018 and February 2019), various reports (Inception, Interim and Final reports, Quarterly Progress Reports) and frequent communication via email.

TA designs can better consider the need for a large pool of international consultants where tasks may be fulfilled within one consultant position. Due to the absence of qualified applicants for one international consultant position, it was necessary to merge the tasks of this position with that of a separately recruited specialist. This had no adverse effect on TA implementation or success and produced savings. However, TA designs could give closer consideration to such a merging of roles when practical, rather than recruiting a larger number of consultants than may actually be needed.

The use of lump-sum contract has made the contract management much easier and cost effective. Contract was implemented within budget and schedule. Staff time was efficiently utilized, and administrative burden was reduced due to flexibility of managing a lump-sum contract.

The provision of individual consultants and having a national team leader presented some challenges in terms of coordination among the TA consultants and preparation of the consultant reports in English. Use of a consulting firm instead of individual consultants and having an international TA consultant as a team leader with good ADB experience would avoid such problems.

It is essential to ensure quality of the TA consultants (TOR) when preparing the TA project, especially for the team leader so that communication requirements including reporting among the consultants and EA as well as ADB project officer are clearly specified and understood by all parties. When consultants are recruited on individual basis, it is important to have a strong team leader who plays a key role in managing the team and communicating with the EA. It is also important to have the team leader report to the project officer regularly as needed.

The stability of the ADB TA team and core staff of the TA executing agency from design stages to completion contributed to the achievement of the TA outputs and outcome, despite the change of director at the TA executing and implementing agencies in inception stages of TA implementation. ADB recruited, guided, and monitored the TA consultants, and ensured the quality of the TA outputs (milestone reports). Qualified international and national industry development experts were difficult to find, and the experts had been replaced a few times during TA implementation.

Preparing the terms of reference, finding good consultants, and managing the consultants’ outputs are not easy tasks for most ADB staff who don’t have previous experience on ICT projects. Taking advantage of the SDCC-DT’s position as a coordination unit for ICT in operation, the TA project helped compile ADB’s ongoing and planned ICT projects and proactively approached the project officers proposing technical support to operational departments. The TA project mobilized ICT experts, both individual and/or consulting firms, in consideration of the nature of the technical assistance required.
