The One ADB review mechanism that supported program and/or project processing under the COVID-19 Pandemic Response Option (CPRO) was effective in facilitating quick access by DMCs to emergency support from ADB. The CPRO policy and guidelines were still being developed while the program was under preparation, and managing changing internal guidance and expectations added significant pressure. Neverthelesss, program preparation efficiency gains from the One ADB review mechanism were widely experienced.

The partial credit guarantee (PCG) modality was a good choice for this transaction. It enabled ADB sovereign operations to come as close as possible to enabling the IA to obtain commercial financing for a commercially viable project in a country with a below-investment-grade rating. With a One ADB approach, it showed the way to achieve close and collaborative work between ADB’s sovereign and nonsovereign departments. Its 95% cover was important because it facilitated the raising of commercial finance.

Technical assistance (TA) is required to develop the capacity of institutions to meaningfully engage with ADB on a longer-term basis. ADB’s continuous engagement with the country, during and after a PBL, is essential. It allows ADB to keep a foothold in the country, learn about the reforms being assisted by other development partners, remain updated about emerging needs and issues, support sustainability, and help in processing new programs.

This program was designed as a stand-alone, single-tranche, PBL and effectively achieved its objective because of strong ownership by and well-coordinated efforts of the authorities and ADB staff. However, the lack of a programmatic approach posed a high risk to the sustainability of the reforms made.

The MFF modality can allow DISCOMs to tailor the tranche subprojects according to the distribution networks' priorities and complement other rural development programs being implemented at the time. Most upgrade of 0.4 kV feeders to 11 kV feeders, about half the aerial bundle conductors and new connections, and a third of the meters were implemented under other ongoing programs.

This MFF was a continuation of the long-term partnership between the Government of Assam and ADB. It helped modernize Assam’s entire energy sector by achieving 100% electrification of the state through investments worth billions of dollars of which the MFF was only a small part.

MFF tranche projects, when implemented concurrently, will greatly benefit from close loop knowledge support and strategy enhancement activities. The first three projects of this MFF were undertaken concurrently. Under each tranche, project status and performance were carefully assessed. Lessons were captured and fed into the enhancement of operational strategies. The close loop learning process benefited each tranche as well as enhanced the overall value addition of the MFF.

Tranche 2’s actual total cost was $64.97 million, 60% of the budgeted amount, and ADB’s loan disbursement was only 61% of the committed amount.

Consideration of the range of alternative modalities helps strengthen the project formulation phase. In the case of this project, this type of assessment could have examined the merits of a project investment vis-à-vis a sector loan in the choice of the modality. If this project had been formulated as a sector project, each of the diverse candidate subprojects would have been analyzed prior to investment, allowing those that were economically unviable or potentially damaging (from an environmental or social point of view) to be dropped and substituted by more viable ones.
