A lesson could be that the TA should consider its knowledge building and dissemination strategies at an early stage of design and implementation to have the desired impact on stakeholders. In this case it is not clear whether dissemination was done as an afterthought or was intended from the beginning.
Dissemination of knowledge products on ADB website is standard practice. This is not a lesson. Also, it is not clear whether the TA actively tracked whether these knowledge products were downloaded or accessed by external parties.
The PPTA findings were disseminated as a publication through the ADB website which allowed easy access to various interested parties.
Again, this is a description of what was done, not a lesson for a future TA project. In addition, as a lesson, it is somewhat weak since it is commonly understood that participants benefit from workshops by experts. A lesson could be formulated as: Although a TA objective may not be achieved, TA products (e.g., analytical reports) may still be exploited in the future.
The two workshops organized during the implementation covered a huge spectrum of complicated challenges in the management of commonly owned private properties. The participants benefited from the presentations by the experts and question sessions.
Institutional arrangements should be included for post-TA activities for sustainability and carrying over the lessons and recommendations.
This TA, however, missed the opportunity to capture knowledge adequately. Implementation experience in activities like the development of municipal bonds at the subnational government level could have been an interesting subject for knowledge products shared with other countries.
Learning from experiences of other countries is important for knowledge building, so ADB member countries can learn from each other. This TA supported tax neutrality for the Islamic capital market as experience in Malaysia showed that this is one of the building blocks for development of Islamic finance.
Quality knowledge products can be effective in raising awareness on a TA subject. This can help build support for agreement for action to boost regional cooperation.
