Basing investments on analytically substantiated need forms a firm foundation that can endure regime change. It is not stated in the TCR whether or not the outputs 1 and 2 were disseminated or made available elsewhere; however, these knowledge products could be very useful for the broader roads and highway sector usage within Sri Lanka.

Collaborations with DMCs’ officials through two technical workshops on monitoring short-term economic growth provided forums for knowledge sharing among DMCs and with ADB on how the monitoring is conducted in different places. These activities have proven to be valuable avenues for knowledge_x005F_x0002_building activity that strengthened the capacity of ADB and DMCs to conduct macroeconomic assessment and reinforced the importance of keeping the tool kit up to date to ensure ADB’s relevance and value addition in policy dialogues.
During the finalization of this validation, SARC provided another lesson: Flagship knowledge products on a sector involving multiple countries can contribute to more effective planning and programming of regional interventions.
Despite issues associated with the RETA’s design and relevance, ADB was able to maintain operations in two countries. The lesson here observed that the focus on tangible benefits was able to maintain some momentum.
Regular training and dissemination on this activity, among others, helped keep the momentum on regional energy cooperation.
