The TCR lesson is valid. Also, if a country’s priorities change after an election, because of a change in government, this can jeopardize work done towards needed infrastructure or other investments. Rather than lose the gains made through that work, ADB and other development partners can work with other partners to incentivize investments from other areas. If the analysis that underpinned the advocacy of the initial investment is robust and relevant, then there may be ways to pay for the said investments despite changes in government priorities.

The TA covers a variety of components regarding expressway development and operations, many of which can also be applied to the general road sectors, e.g., performance_x005F_x0002_based maintenance and construction technology. Some results produced by this TA are preliminary in nature. More detailed analysis should be performed with additional financial support to develop the systematic guidelines and specifications to be used by the RDA staff and contractors.

Vertical Mobility and Safety Improvement

The consultant had provided financial forecasts on the recurring monthly payments, which would be required to keep the current elevators operational. Total investment needed is AMD88.186 million (approx. $200.0 million) as per consultant’sprojec tion. There is a working group established under the decree of Deputy Prime Minister, which is to define a feasible project and submit for the government’s approval.
