Designing workshops to include interactive sessions that promote active participation and feedback from all stakeholders will improve the effectiveness of stakeholder participation. This TA's expert interviews and workshops provided invaluable platforms for stakeholder engagement, facilitating diverse perspectives.
Presenting research findings at workshops is a way to secure relevant feedback and disseminate information. Workshops are highly effective in sharing knowledge, enhancing knowledge and awareness of Pacific-specific context and building capacity among participants. The workshops also confirmed the relevance and value of the analytical reports produced under this TA to Pacific small island developing states, ADB, and development partners.
A knowledge-sharing workshop in targeted beneficiary countries of a regional TA project could help strengthen the concept development of future such TA. This interactive approach offers several advantages, including: (i) Enhanced stakeholder engagement. A workshop focusing on the initial research findings would allow representatives from benefiting countries to participate actively from the outset. This would foster a sense of ownership and enhance buy-in for the initiative by ensuring stakeholders feel invested in its success. (ii) Improved needs identification.
High-level ministerial meetings, working-level workshops, and field visits are essential in promoting transparency and capacity and in expanding cooperation.
The sharing of prefeasibility and design reports with all development partners active in the energy sector in the region provides resources for further analytical and advisory work, as well as for financing the investments for regional cooperation and energy trade in the region. The project management offices in both countries were shadowed with consulting teams helping to build capacity and learn the design aspects of technical components.
Close coordination among stakeholders may be most effectively fostered through a combination of approaches/processes, including: (i) the establishment of both formal and informal robust working relationships and conduct of regular exchanges on all levels; (ii)consultants facilitating communications, especially on technical issues, and coordinating regular meetings and exchanges at the working level; and (iii) creation of top-down cooperation and coordination mechanisms, and establishment of institutions to formalize the these processes.
Technical assistance (TA) is important to ensure timely identification and support to critical reforms at challenging times. TA support contributed to the program being implemented within the original timeline. Transaction TA allowed for the development of additional activities that formed the post-program partnership framework (P3F). The practice of including P3F actions in the design of the programmatic policy-based lending should be continued, as it shapes up next-level dialogue with the government. It also helps ADB and the government to maintain a longer-term prospective.
Gender actions could be strengthened by P3F actions that contribute to future dialogue and maintain the momentum in discussing this sensitive topic.
Additional financing and outsourcing complex tasks to specialized entities support successful TA implementation. ADB hired the World Wide Fund for Nature-Pakistan to conduct the ecological baseline survey. The TA secured financing of $300,000 on a grant basis from the Netherlands Trust Fund under the Water Financing Partnership Facility. The fund supported the conduct of feasibility studies for a main canal subproject. Without this fund, the feasibility studies would not have been completed.
Frequent walk-throughs of preparatory work undertaken under transaction TA facilitate stakeholder understanding and uptake of the ensuing project. The TA conducted several capacity building activities, and dissemination of analyses and results from reports for the ensuing project. For transaction TA, frequent walk-throughs of preparatory work among key stakeholders are particularly important in facilitating stakeholder support for the ensuing project.
