Continuous monitoring of external environment provides an opportunity for adjustment of TA design. At time of seeking approval for increased time and budget for this TA, consideration could also have been given to requesting design adjustments. Recalibration of the training programs and knowledge products may have resulted in greater impact within evolving policy constraints.
