For this TA, the indicator 1c was defined as "at least 3 market centers for upgrading identified," and the TA did identify 3 market centers for upgrading. However, the TCR considers the output as only partly achieved, because the TA did not provide a summary of the detailed upgrading needs of the markets, which was foreseen in the TA activities.

In finalizing this validation report, the NRM rephrased the lesson and provided additional information: ADB’s flexibility to reclassify TAs was an important measure to adjust project design to changed circumstances without sacrificing the resources allocated for the TA.

Establishing the critical requirements for project readiness creates an enabling environment in facilitating the implementation of project activities. Without these requisites, project risks (e.g., institutional factors, procurement risk and delays, among other things) can be greater which could lead to cost and time overruns. A well-defined implementation arrangement at the onset between executing and contracting agencies would convey clear guidance on the respective functions and scope of operations required during various stages of implementation.

In finalizing this validation report, NRM added a new lesson: Continued engagement and dialogue with the government on changes in priorities is crucial in determining the most appropriate type of assistance, financing modality and project design. Scope changes in the TA have financial implications, which may require original output targets to be adjusted. In this case, the numbers of corridors and commodities to be mapped were reduced as resources had to be diverted to undertake policy review for the program loan.

Under this TA, it was not fully clear that the originally foreseen concept for a stand-alone investment project would not be produced due to the shift in the TA's scope. Project scope should be undertaken with care. It is essential to go back to the design board and re-adjust the indicators and consult with stakeholders if changes are made.
