Sound identification and valuation of costs and benefits in the economic analysis can provide more realistic economic internal rates of return (EIRRs) to indicate a more accurate state of project viability. The economic analysis in the RRP and PCR underestimated the value of the project outputs, particularly the economic benefits of the solid waste management component, which led to a low EIRR. Willingness-to-pay $2 per month for solid waste removal seems too low and unreasonable considering the substantial health and environmental benefits that such removal likely provides.

A more nuanced iteration of the project design and monitoring framework (DMF) i.e., accurately differentiating outcome and output indicators, would be beneficial to facilitate better project results assessments. As observed by this validation, impact, outcome, and output statements in the DMF were vague and similar, and did not provide sufficient guidance to focus performance targets that would have provided better evidence for achieving the goals of the impact, outcome, and output statements.

Engaging capable design institutes, backed by sufficient budget and time allocations, will result in better quality technical designs that in turn will facilitate construction progress, reduce the need for contract variations, and optimize construction costs. There were significant variations in some of this project's civil works contracts. These variations resulted mainly from poor quality of technical designs, with errors and omissions in the construction drawings.

Gender trainings are a must in ADB first-time projects. This was the first project funded by ADB in Chuxiong prefecture. As such, trainings on Gender equality and the project's Gender action (GAP) plan were needed to promote Gender awareness, develop understanding, and build capacities for GAP implementation. The trainings and overall design of GAP proved relevant and contributed to achieving overall project objectives.

Closer communication and coordination between ADB and the implementing agencies (IAs) are necessary to ensure timely loan closing. The loan closing took about 21 months. One of the major reasons was that some of the withdrawal application papers submitted by the IAs were incomplete or inconsistent and clarifications or corrections of these took a long time. ADB’s review and clearance on these clarifications was also slow in several cases.

Scope changes can lead to extended implementation delays, especially when review and due diligence on these changes are not organized properly. The project experienced significant implementation delays due to factors which were unforeseen at approval. These changes resulted in reallocation ofthe loan proceeds. The review process including due diligence for these changes took 1 year on average. In fact, the process could have been shortened had the organization of these changes been orderly.

The partial credit guarantee (PCG) modality was a good choice for this transaction. It enabled ADB sovereign operations to come as close as possible to enabling the IA to obtain commercial financing for a commercially viable project in a country with a below-investment-grade rating. With a One ADB approach, it showed the way to achieve close and collaborative work between ADB’s sovereign and nonsovereign departments. Its 95% cover was important because it facilitated the raising of commercial finance.

ADB played an important role in country risk mitigation. ADB’s partial credit guarantee (PCG) to the Southern Gas Corridor Closed Joint-Stock Company (SGC) made possible SGC’s access to necessary private sector refinancing to meet its financial commitments to Shah Deniz Stage II (SD2) and the midstream pipelines. This reduced government dependence on the country’s dwindling oil and gas revenues held by the State Oil Fund of the Republic of Azerbaijan (SOFAZ) to meet expenditure obligations.

Complex projects are better designed and implemented if there is a clear government sector plan that is fully supported both at the national and provincial levels. This was demonstrated by the country’s railway development plan and its financial allocations. The national government successfully reached out to private banks for cofinancing, and the provincial governments had a strong buy-in through their smooth implementation of land acquisition and resettlement plan.

Obtaining the necessary clearances and permits early on to meet the pertinent safeguards compliances can help in identifying any risk or grievance issues that can potentially delay the execution of project activities. Under the project, some components were substantially delayed due to the prolonged site turnover including the issuance of the appropriate permits, such as coastal land-use certificate, planning and construction permits, and utility lines.

Adequate project related preparatory work, planning and risk assessment are crucial to improving project readiness. These efforts include assessment of the technical and administrative capacity of the executing and implementing agencies. Under the project, any reorganization of the agency, if necessary, needs to be clearly arranged and completed prior to project start-up. This helps the agencies in addressing the implementation issues on time. Likewise, skills training of agencies involved in the implementation enhances the preparation and quality-at-entry of the project.
